How should the government address the Maguindanao massacre?

“I think martial law is two steps in the right direction and one step too much. It’s too excessive. The government needs to arrest or persecute those who are responsible. Declaring a state of national emergency would speed up the investigation process and find the ones responsible, and persecute them to the fullest extent. They just have to make sure that they won’t be too hasty to pass judgment.”
